Is there anyway to drop one of the DATAFILES from a tablespace
    without actually DROPPING the TABLESPACE.

The definitive answer for your question is Not. Oracle does not allow to drop a datafile. Generally when a datafile is not needed and it has a big size , this is resized to smallest size.

What you can also do is move all the tables / indexes to a new tablespace using alter table move and alter index rebuild online. Recreate your old tablespace and then move the tables/indexes back again. NOTE it will probably cause downtime and alter table move will invalidate all the indexes associated with the table.

I often use this to get rid of chained rows in tables and indexes which have a high percentage of deletions.
