This cannot be done, and it really wont serve much of a purpose. If you are worried about rows showing up in order, then use an ORDER BY clause. When Oracle queries the database, it pulls back the rows arbitrarily anyway. There is no guarantee it would pull them back in order.
Mind if I ask why exactly you want to do this? I have a feeling you'll say b/c you are using a GUI tool and the data looks out of place.
