    POOR, POOR design.
    You'd have to change the form after every change in organization.
    I'd use a LOV to select the department to be displayed.

    that is just how you want it to be displayed in the form ... Well, LOV is OK too. But how would you show by department

    I agree that you need an LOV-

    Populate the LOV with something like -

    Code:
     
    select distinct dept from dept_table
    and in the select statement for the report

    Code:
    select dept_id, dept, stuff
    from dept
    where dept = p_dept_name
    where p_dept_name is the variable chosen in the LOV.
