Unanswered: Image on Form as icon

I am attempting to embed an Icon into an Image Control on a Form. I had applied changes to the Icon before saving it. The Shortcut appears with the changes, but when I embed the same icon into the Image, it appears as it was before I applied the changes. How is this possible?

    Image Control
    Picture ..: C:\Test\NewIcon.ico
    Picture Type ..: Embedded

delete the Picture located within the Picture propety.
Save your app. and shut down.
    Restart app and run.
Go into design view and install the picture you want. Double check to make sure it is the right one first.

I tried that but something seems amiss. If I look at the icon via Windows Explorer, it doesn't look like it has changed. When I right click on the icon and select properties, the picture displays correctly. Shouldn't the picture in windows explorer be the same as how it appears in the properties view?

I downloaded this icon, applied some changes and saved it. It is referenced in a desktop shortcut and also in a few Access 'adp' files.
Is there some kind of 'lnk' file attached to icons that point somewhere else? Can't see how this could happen otherwise.
