    In 10g its possible to execute a OS program using job scheduler...

    It was a very long time since I did do this, so I can't give you the details but... Your DBA should set up the environment for calling external routines by adding entries to the files tnsname.ora and listener.ora and by starting a Listener process exclusively for external routines. Look into this direction...

    Ito the direction of letting your DBA change the settings in the tnsnames.ora and listener.ora accordingly. I did it once, but is has been like three years ago and the details have slightly faded... It should be the right direction...
