    Question

I am not conversant with 9i, but i can tell u where u can find it in oracle 8.1.7, may be u can try the same.
start->programs->OracleHome(or some other name)->Database Administration-> Database Configuration Assistant.

Run it and just modify ur database to configure it again. Plz let me know if it is there and if it works 4 u.
