In order to connect through Perl, you need to get SybPerl which doesnt come with the ASE license.

The following link has useful information about Sybperl

    http://www.mbay.net/~mpeppler/Sybperl/sybperl-faq.html

In order to connect through Shell script, you can use isql which comes as part of the Software Development Kit (SDK). The SDK comes with your ASE license and its originally called OpenClient.

If you are planning to use db-libary, ct-library (C or C++), Use ct-library instead of db-library, since theres more development efforts on ct-library and at some point of time in the future, db-library may go out of support. ct-library comes with SDK too.

    Hope this helps.
