    My guess is that CATEXP did not get run when creating the database which creates the export utility ... this is a standalone script, but must be run connected as INTERNAL ...

    The errors indicate that $ORACLE_HOME/rdbms/admin/CATALOG.SQL and $ORACLE_HOME/rdbms/admin/CATPROC.SQL should be run again.

    Make sure you run them connected as SYS. Then check for invalid objects:

    SQL> SELECT OBJECT_NAME, OBJECT_TYPE FROM DBA_OBJECTS WHERE STATUS = 'INVALID' AND OWNER = 'SYS';

    Is DBMS_EXPORT_EXTENSION still invalid? If so, try compiling it manually:

    SQL> ALTER PACKAGE DBMS_EXPORT_EXTENSION COMPILE BODY;

    Hope that helps,
