Unanswered: Users creating in own schema

I have a Developer that shouldn't be able to create items in their own schema, but rather in existing schemas. I have his quota set to 0 on all tablespaces (even his default tablespace), although I have given him 1Mb of space in the TEMP tablespace.

He was able to create a PACKAGE in his schema. Could someone explain why?

    jusst a guess:
as the source of the PACKAGE is not stored in a table owned by the user, but owned by SYS, you can not limit the ability to write this kind of columns into the database by revoking any quotas.

This user does have the right to create a package. So, you are correct.
