Can this idiot be considered a spammer?

Did I not see this same posting a few months ago in Chit Chat? Or is this the same one? If so, why is it showing up in the Access forum now?

Come to think about it, clicking on the post puts me in the Chit Chat forum ... Is this post crosslinked or something?

I didn't see any Moved: redirect ... I was questioning this because I thought that the post originated in Chit Chat. I do remember seeing it in there originally ...
