Configuration parameter allow remote access controls logins from remote Adaptive Servers. The default value of 1 allows Adaptive Server to communicate with Backup Server.

Setting the value to 0 disables server-to-server RPCs i.e ASE instance can not communicate with Backup server (either on same host or another), i.e you will not be able to take backups for a database through backup server.

Note : ASE communicates with backup server through interfaces file
