Raising a event on connection disconnection or failure in Sybase 10

Hi to all the experts here.
I am new to database and that too rookie at Sybase.
I am facing an issue with my application where if a connection stops responding or is closed in DB, the application does not try to make a new connection or if it tries the connection fails in some cases. I saw a function called
Event_paramaters and some explanation about disconnect reason and connect failed in sybase help. But i am unable to put all the info together and make a event which is raised whenever there is a connect failed or there is a disconnect.

Please help.
