Retry/delay

In the Unix interface file one can give the retry delay parameters for connection to retry after a delay, is there anything similar to this in windows NT/2000,

In Unix interface file
[SERVER_NAME 5 3]
master ......
query .......

that means retry 5 time with delay of 3 secs. if connection failed.

I want to know about similar option for WindowsNT/2000.

Any help will be appreciated
