topas command

topas - command Require read access to /dev/mem file for a user running this command.
Current access control mode for this file is:
cr--r----- 1 root system
If the user does not belong to system group the system is not allowed to run this command.

Could we change access control mode for that file to:
cr--r--r-- 1 root system
to let any user run topas command.

OS AIX 5.3
